Paper waste is any form of paper that's no longer usable and needs disposing. It's essentially the kind of material we'd class as crap paper. For example it could be old newspaper, bills, or letters. It needs to be free from contaminants to be recyclable.
The habit of students of SMK Negeri 4 Semarang is to throw away a lot of plastic waste. Because plastic is highly used by students and canteens to wrap food or drinks. This is why plastic waste is always found in school trash bins. It is possible that this waste is also thrown away carelessly, even though there are already quite a lot of trash bins in the school.
